Custom Software Development Company for European Businesses

By Obaid Tariq, Founder & Lead Engineer · Published · Last updated

AI Dev Planner is a custom software development company for Europe, working with startups and scale-ups. We build SaaS products, MVPs, AI software, business systems and mobile apps, either as fixed-scope projects or with a dedicated team on a monthly contract. Our engineering team is in Islamabad, Pakistan (UTC+5), and works remotely with European clients; we have no EU office. What we do have is four to five hours of overlap with CET, hosting in an EU region of your own cloud account, and a plan for the GDPR and the EU AI Act before the build starts.

Software development challenges European companies face

Building software for European customers is not harder than anywhere else, but it has its own set of constraints. These are the ones we raise in discovery rather than in the third month of the build.

Regulation that changes by country

The GDPR is common ground, but consumer, tax, employment and sector rules differ by Member State, and the UK now has its own data protection regime. Software has to be configurable where the rules differ, not hard-coded to one country.

Several languages and currencies

A product that sells in Germany, France and the Netherlands needs translation files, locale-aware dates and numbers, VAT shown correctly per country and, often, euros alongside other currencies. These belong in the first sprint.

A tight market for senior engineers

Hiring experienced engineers in Europe takes time and fixed monthly cost, and a startup competes for them against larger companies. Many teams need senior capacity for months, not a permanent headcount.

Legacy systems that still run the business

Older ERP, CRM and in-house systems often hold the data a new product needs. Replacing them in one step is risky, so the work has to be phased, with both systems running side by side for a period.

Data residency and transfers

Customers and procurement teams ask where data is stored and who can reach it. Hosting in an EU region is the start; any access from outside the EEA also needs a transfer safeguard.

The EU AI Act

AI features now carry obligations according to the risk of what they do, from transparency duties for chatbots to strict requirements for high-risk uses. The classification affects the design, so it belongs in discovery.

Custom software development services for Europe

Our standard stack is TypeScript, React and Next.js, Node.js and Python services, and PostgreSQL, with Stripe for payments and React Native for mobile. A consistent stack shortens delivery and makes handover easier, but we build inside your cloud provider and data region if you already have one.

SaaS development for European startups

Multi-tenant products with organisation workspaces, Stripe subscription billing and role-based access, planned so tenant data can stay in an EU region. See SaaS development.

MVP development for European founders

Validate the idea, cut the scope to what proves it, then build a first version real users can pay for, typically in 8–12 weeks for a focused SaaS MVP. See MVP development.

AI software and AI app development

LLM applications grounded in your own data, AI agents, OCR document pipelines and custom models, classified against the EU AI Act during discovery. See AI development.

Software product development

For companies whose product is the software: roadmap-driven development across web, back end and mobile, with the architecture, tests and documentation an in-house team can later take over. Our custom software development company page describes how we work with product teams.

Bespoke business software

Operations systems, process automation, custom ERP and CRM modules, and phased replacements for ageing legacy systems. See custom software development.

Mobile apps

iOS and Android apps in React Native, published under your own Apple and Google accounts, with offline support and consent flows planned in from the start where the app collects personal data. See mobile app development.

Looking mainly for web applications, websites or a redesign? See our web development agency for Europe page.

Dedicated development teams for European companies

Many European companies that set out to hire developers really need a team that can own a product or workstream for several months, without the time and fixed cost of recruiting. That is what our dedicated team is: our engineers working on your product every month on a flexible monthly retainer, against the priorities you set.

  • How it starts. A scoping call, then a short written plan covering the product, the first priorities, access and data handling. The team starts once that is agreed, not before.
  • How it runs. You set priorities each month; we plan them into two-week sprints, report in a dedicated Slack channel, and show working software in a video walkthrough every two weeks.
  • What you keep. Code in your repository, accounts in your name, and documentation good enough for your own engineers to take over.

It is not staff augmentation. We do not place individual developers in your team by the hour, and if you need several engineers next week, a larger firm will serve you better. If you want to hire developers as employees in an EU country, the in-house route in our agency vs freelancer vs in-house guide sets out what that involves. Prices and the other models are on engagement models and pricing.

Software development for startups in Europe

As a startup software development agency, our first job is often to stop you building too much. A first version should prove one core workflow with real users, not reproduce a competitor’s feature list. We help European founders validate the idea, cut the scope to what proves it, and then build it to production standard, so the MVP does not have to be thrown away when the product grows.

You can start on the AI Dev Planner platform, which helps founders test assumptions and scope an MVP before writing code, then take the specification to us or to any other team. The SaaS MVP planning checklist and how long an MVP takes are free and useful whoever you hire.

European startups also tend to need a few things earlier than their US peers: a second language at launch, VAT shown correctly to consumers in several countries, a privacy policy and cookie consent that match what the product actually does, and answers ready for the first enterprise customer’s security questionnaire about where data lives.

Engagement models: fixed price, dedicated team, time & materials

Engagement models and when each fits
ModelHow it works with usFits when
Fixed price (fixed-scope milestones)A written scope is agreed after discovery, then delivered and priced as fixed two-week sprints against it.A new product or a defined piece of work: an MVP, a portal, a migration.
Dedicated team (monthly contract)A team of our engineers works on your product every month, against priorities you set, with the same reporting and handover.A live product whose priorities change month to month: iteration, refactoring and scaling.
Time and materialsWe do not bill open-ended hourly time for builds. The monthly contract is the closest equivalent once a product is live.If you need hourly billing for developers placed in your team, a staff augmentation firm will suit you better.

The usual path is a fixed-scope build to launch, the 60–90 day warranty on what we delivered, then an optional monthly contract. These are our published planning ranges:

GDPR, EU AI Act and data residency

GDPR

A team that processes personal data for you is your processor, so Article 28 of the GDPR requires a data processing agreement (EUR-Lex). Because Pakistan has no adequacy decision (European Commission), access from our team also needs a transfer safeguard, usually the Standard Contractual Clauses, Module Two (Implementing Decision (EU) 2021/914). We keep the exposure small by building and testing on synthetic or anonymised data and limiting production access to a named person.

Data residency

Databases, file storage, logs and backups can all sit in an EU region of a cloud account your company owns. For AI features, we use enterprise model endpoints that exclude training on your data, or open-weight models deployed inside your own cloud environment when prompts must not leave it.

EU AI Act

The Act classifies AI by risk: banned practices, high-risk uses with strict requirements, transparency duties for chatbots and generated content, and minimal-risk uses with no specific rules (European Commission, accessed 17 October 2026). The Commission’s page says the Act became applicable on 2 August 2026, with some exceptions, and that high-risk obligations for Annex III use cases start on 2 December 2027. We classify each AI feature in discovery, build disclosure into the interface where it is needed, and keep records of models, data sources and evaluations.

General information, not legal advice. The detailed checklist is in our GDPR, SCC and working-hours details for EU buyers.

Working across time zones

Islamabad is UTC+5 all year. The first value in each cell applies in European winter, the second in summer, assuming both sides keep a 09:00 to 17:00 local day.

Time difference and working-day overlap between Islamabad and European time zones
RegionOffset (winter / summer)Islamabad is ahead byOverlap of a 09:00–17:00 day
Western Europe (Dublin, Lisbon, London)UTC+0 / UTC+15 h / 4 h3 h / 4 h
Central Europe (Berlin, Paris, Amsterdam, Madrid, Warsaw)CET UTC+1 / CEST UTC+24 h / 3 h4 h / 5 h
Eastern Europe (Helsinki, Athens, Bucharest)EET UTC+2 / EEST UTC+33 h / 2 h5 h / 6 h

We hold stand-ups, planning and reviews in the European morning, when both teams are online, and keep the rest of the work moving in writing: tickets, pull requests with clear descriptions, and a recorded walkthrough every two weeks.

How to compare software development companies for a European project

Whether your shortlist has an agency in Berlin, a nearshore firm in Kraków or a team like ours in Islamabad, put the same questions to each of them in writing and compare the answers side by side. For a European project, these are the ones that separate a safe choice from an expensive one:

  1. Where will the people writing the code be, and can you speak to them directly rather than through an account manager?
  2. Will they access personal data at all? If so, what does their data processing agreement say, and which transfer safeguard covers them if they sit outside the EEA?
  3. Which cloud region will production run in, and whose account will it be in? Ask for the database, backups, logs and file storage separately.
  4. Does the contract assign the copyright in the code to you in writing, and will the repository, domain and accounts be in your company’s name from day one?
  5. How will the work be priced: a written scope with fixed milestones, a monthly team, or hours? Who carries the risk if the scope grows?
  6. How will you see progress: working software on a staging environment every sprint, or a status report near the end?
  7. If the product includes AI, how will they classify it under the EU AI Act, and what records will they keep of the models and data used?
  8. What happens after launch: is there a warranty for defects, and can you move support in-house or to another supplier without starting again?

Good answers are specific and in writing. Vague answers to the data questions are the biggest warning sign for a European buyer, because the GDPR obligations stay with you as controller whoever writes the code. Our full evaluation, with contract clauses and a weighted scorecard, is in how to choose a software development company, and the questions with our own answers are in questions to ask a web development agency.

One more point worth checking: whether a supplier will tell you when it is the wrong fit. If your customers require that personal data is never reachable from outside the EEA, or you need a supplier with an EU establishment, we are not the right choice, and we would rather say so on the first call than in the third month.

Countries we work with

Europe is not one market, so these are the differences we plan for country by country.

  • United Kingdom

London is the usual hub. UK GDPR and the ICO's international transfer rules rather than the EU SCCs; GMT/BST overlap of three to four hours.

Working with us from the UK
  • Germany

Berlin, Munich and Hamburg are the usual hubs. CET, so four to five working hours overlap. Plan German as a launch language if your customers expect it.

  • Netherlands

Amsterdam is the usual hub. CET, with the same overlap as Germany. Dutch and English interfaces are both common.

  • France

Paris is the usual hub. CET. Products for French customers usually need French at launch, not as a later translation.

  • Spain

Madrid and Barcelona are the usual hubs. CET on the mainland; the Canary Islands are an hour behind. Plan Spanish, and Catalan if you need it.

  • Ireland

Dublin is the usual hub. Western European time (as in the UK), so three to four hours overlap. English-speaking, and inside the EU GDPR.

  • Nordics

Stockholm, Copenhagen and Helsinki are the usual hubs. Sweden, Denmark and Norway on CET; Finland on EET, with five to six hours of overlap.

  • Poland

Warsaw is the usual hub. CET, with the same overlap as Germany. Polish interfaces need plural forms handled properly.

FAQs about hiring a software development company in Europe

Where is your team based?

In Islamabad, Pakistan (UTC+5). We work remotely with European companies and do not have an EU office, EU entity or EU representative. Our working day overlaps four hours with Central European Time in winter and five in summer.

Can an offshore company be GDPR compliant?

The GDPR does not certify suppliers as compliant; it sets obligations for you as controller and for your processors. An offshore team can work within it when three things are in place: an Article 28 data processing agreement, a transfer safeguard for the country it works from (for Pakistan, which has no adequacy decision, usually the Standard Contractual Clauses), and a project designed so the team needs as little personal data as possible.

Which SCC module applies?

If your company is the controller and the development team processes personal data on your behalf, the usual starting point is Module Two, controller to processor. If your company is itself a processor for your customers, for example a B2B SaaS provider, Module Three, processor to processor, may apply. Your data protection officer or adviser should confirm the roles.

Does the EU AI Act apply to AI features you build?

The AI Act sets obligations according to what an AI system does and the risk it carries, not where the developers sit. Most AI features carry no specific obligations; chatbots and generated content carry transparency duties; uses listed as high-risk carry strict requirements. We classify the feature during discovery, build any required disclosure into the interface, and keep records of the models, data sources and evaluations used.

Do you build AI software for European companies?

Yes. We build AI features, integrations and agents into products for European companies, under the same approach as the rest of our work: the feature is classified under the EU AI Act during discovery, transparency duties for chatbots and generated content are built into the interface, and models and data can stay in an EU region in cloud accounts you control. We do not claim any AI certification.

Can models and data stay in the EU?

Yes. Data can be hosted in an EU region in cloud accounts you control. For the model itself, we either use enterprise API endpoints whose terms exclude training on your data, with zero data retention where the provider offers it and EU processing where it is available, or deploy open-weight models inside your own cloud environment so prompts never leave it.

How does a dedicated team differ from staff augmentation?

With staff augmentation you hire individual developers who work inside your team, usually billed by the hour, and you manage them. Our dedicated team is a team of our engineers on a monthly contract that owns delivery of a product or workstream against your priorities, with our own reviews, testing and handover. We do not offer staff augmentation.

Fixed price or time and materials?

Builds are fixed-scope: we agree a written scope, then quote and deliver it in fixed two-week sprints. Once a product is live and priorities change month to month, ongoing work moves to a monthly contract, because next month's priorities cannot be fixed today. We do not bill open-ended hourly time for builds.

Do you understand that Europe isn't one market?

Yes. Time zones, languages, consumer and tax rules and, for the UK, data protection law differ by country. We plan the languages, locale formats, VAT display and data regions your product needs in discovery, and we treat the UK separately because it uses UK GDPR and its own transfer rules rather than the EU SCCs.

Can we take development in-house later?

Yes, and we plan for it. The repository lives in your own GitHub or GitLab organisation from day one, hosting and third-party accounts are in your company's name, and handover includes setup and deployment documentation, environment configuration and a walkthrough for your engineers.

How much does custom software development cost?

As a software development company for Europe, our published planning ranges are roughly £25,000–£45,000 for a SaaS or web app MVP, £40,000 to over £80,000 for internal tools and £60,000 to over £120,000 for customer portals; our SaaS cost guide puts a focused B2B SaaS MVP at $25,000–$65,000. The MVP cost calculator shows an indicative range for your scope, including in euros. Every project is quoted in writing after discovery.

Do you work with startups in Europe?

Yes. We work with European founders building a first product and startups growing an existing one. You work directly with founder and lead engineer Obaid Tariq, and the first step is usually validating and scoping the idea, so the budget goes on what proves it.

Who owns the software you build?

You do. You receive full IP in the bespoke source code, database design and documentation we write for you, with the exact wording in the contract and our terms of service. Under EU law the employer rule for software does not cover outside contractors, so ownership has to be assigned in writing, and our terms do that.
